takeonthegame.com/This is a civilian helo sim by Bohemia Interactive, a Czech company best known for its ARMA series of combat sims. Anyone with a STEAM account can pre-order and download beta content now. I fear this may be like Rise of Flight where the game ships with a limited number of aircraft and the customer is expected to pay for additional content. (An ominous trend in gaming generally)

The trick is getting the flight mechanics right. FS9 did not achieve that but came close. From a hover it should be possible to move smoothly in all directions slowly. It should be possible to get into autorotation mode from 500 ft with to knots forward or from 1000 ft from a hover.
The FS helicopter was basically a funny airplane model. It got weird when you backed up from a hover.
Rudder pedals are an absolute requirement.

They claim to have realistic dynamics. Some of these more realistic modern combat games have attack helicopters, so maybe this outfit has a clue.

The trick is certainly to get the flight mechanics right as Tom has already stated. Since I do know X-Plane helicopters quite well by now I'd like to add that no sim has got this quite right yet. There are issues when moving in and out of translational lift (ETL) and regarding the propensity for VRS. Some sims (well, X-Plane) exaggerate these issues while most fail to address them properly. I watch real helicopters land effortlessly every day and it's not like everything breaks down the moment they slow down to a hover. Typically, the sim helicopters will be benign as long as we land them as fixed wing aircraft with enough forward speed to avoid running out of translational lift. While a rotor spinning in its own downwash will require more power for a controlled descent it isn't quite as bad as X-Plane 9 makes it to be. Also, the VRS is triggered too fast and too abruptly. On the other hand, the majority of games that incorporate helicopters just move the model around with no attention to the various flight modes whatsoever.
Edited because I mixed up blade stall and VRS (vortex ring state).
